Municipal Resource Advisors, LLC (“MRA”) was formed by its principal James ‘Jay’ H. Redd, Jr., Senior Managing Director.

Founded in August 2011, MRA successfully served its clients until July 2017 when it’s Principal, Mr. Redd, joined UBS Financial Services Inc. ( “ UBS “ ) as Managing Director and Head of East Region to assist UBS in restarting its Public Finance department. Upon UBS’s closure of its municipal bond department in January 2024 amidst industry consolidation, MRA resumed business activities.

The Firm is registered with: Securities & Exchange Commission - 867-01084, Municipal Securities Rulemaking Board - K1327, and in good standing with the State of Maryland Department of Assessments and Taxation. The Firm has the State of Maryland MBE Certification through the Maryland Department of Transportation - certification #25-074.

Mr. Redd has over 28 years of municipal investment banking experience both on Wall Street: UBS Financial Services - Managing Director, Bear Stearns – Managing Director, Morgan Stanley & the regional level with Legg Mason Public Finance in Baltimore – Managing Director & Manager.

Mr. Redd also served as Head of Business Development for a private equity firm that focused on monetizing issuer assets via the Public Private Partnership (“P3”) model: parking, ports, etc.

Mr. Redd has executed over $50 Billion in bond, swap, private equity & lease finance transactions.

Mr. Redd holds the following FINRA Professional Licenses - Series 50, 52, 53, 54, & 63.
